Four things that decide the plan.

The demo network is the event

Wired connections, a dedicated segment separate from delegate wifi, bonded cellular backup and a recorded fallback that the presenter has actually rehearsed. Conference wifi with eight hundred phones on it is not a demonstration platform.

Breakout demand is never even

One track will take triple its share. Capacity control at the door, headroom on the popular rooms and a scheduled repeat are all cheaper than turning people away from the session they came for.

Attendance is arithmetic, started early

Seats, expected conversion and list quality decide invitation volume. A user conference filled in week ten is a marketing failure that no amount of production can hide.

Content outlives the room

Sessions recorded, edited and published within the week. Most of the audience for a user conference never attends it.
