Georgia admits nationals of around a hundred countries visa-free for a year, which removes the single biggest admin cost from a mixed international programme.
The honest version
Tbilisi has become a genuinely useful mid-size destination, and the reason is boring and decisive: visa policy. Georgia lets nationals of roughly a hundred countries in visa-free for up to a year, including most of the passports that make a mixed Asian, African and Middle Eastern delegate list expensive to process elsewhere. If your no-show risk is really a visa risk, this changes the arithmetic.
Add new hotel stock, a wine region ninety minutes away that makes incentive content easy, and costs well below western Europe. The ceiling is capacity: plenaries above about fifteen hundred get difficult, and the supplier base is shallower than its ambition. It is a strong answer for a mid-size programme and the wrong answer for a large congress.

Access and airlift
Tbilisi (TBS) connects through Istanbul, Dubai, Doha and Warsaw, with growing direct European service. Batumi (BUS) serves Black Sea coastal programmes in summer.
Hotels and capacity
Good and improving, concentrated in a small number of properties. A four-hundred-room block is straightforward; a fifteen-hundred-room block means using most of the city.
Ground and distance
Compact centre, cheap and plentiful transfers. Mountain roads to Kazbegi and Gudauri are scenic and genuinely slow, and can close in winter.
Season and calendar
May to June and September to October. Summer in the city is hot; winter suits ski-based incentive content but complicates mountain transfers.
