The honest version
Lisbon has moved to the front of the European congress rankings in a short time, and the reasons are practical: usable venue capacity, competitive costs, easy airlift and a city that delegates enjoy without needing a programme built around it.
The pressure is on inventory. Hotel supply has not grown as fast as demand, so peak congress weeks are genuinely tight.
