COEX sits under a hotel, a mall and two metro lines, and Korea runs real subsidy schemes for international meetings that meet delegate thresholds.
The honest version
Seoul is one of the few destinations where the convention bureau support is worth building into the budget rather than treating as a courtesy. Korea Tourism Organization and the Seoul MICE Alliance run subsidy and support programmes tied to international delegate numbers, and they pay out. On a congress of any size that is a real line.
Operationally it is excellent. Incheon is consistently among the best-run airports in the world, COEX is vertically integrated with hotels and transport, and the technical supply chain around technology and semiconductor events is deep. Lead times are the constraint: prime COEX halls are booked years ahead.

Airlift, hotel capacity, ground and season — in that order, and before anyone falls in love with a photograph.
Access and airlift
Incheon (ICN) is a major hub with excellent long-haul across Asia, North America and Europe. Gimpo (GMP) covers regional Asia. Airport rail reaches the centre in under an hour.
Hotels and capacity
Deep, modern and reliable, clustered usefully around Gangnam and COEX. Rates are reasonable relative to Tokyo or Singapore.
Ground and distance
The metro is fast, cheap and signed in English. Traffic is heavy but rail makes it largely irrelevant for delegate movement.
Season and calendar
April to June and September to November. Summer is hot and humid with a monsoon period; midwinter is cold but operationally fine.
